1、村扶贫开发整村推进工程实施方案 村扶贫开发整村推进工程实施方案 村扶贫开发整村推进工程实施方案XX年是落实十七大精神的重要之年，xx村今年被确定为我县实施扶贫开发整村推进工程的重点贫困村之一，给我村实现脱贫致富带来了新的机遇。现结合村情，制定xx村“整村推进”工程实施方案，我们将积极开展工作，按照“8+1”脱贫目标，如期完成整村推进的各项工作任务。一、基本情况xx村位于落儿岭镇西南部，距镇政府13公里，省道318线贯穿其中，由原大垅村和背阴山村合并而成的，东连白云庵村，压滤机滤布南邻大化坪镇，西交太子庙村，北与诸佛庵镇接壤。辖14个村民组，435户，1541人，其中劳动力938人，总面积平方公
2、里，山场面积13879亩，水田443亩，旱地44亩，茶地313亩，村集体林场500亩。全村现有绝对贫困户49户，127 人，相对贫困户52户，111人，农民人均纯收入2100元。农村家庭经济来源主要以茶叶、毛竹、蚕桑和药材为主，由于受历史及地理条件影响，农民群众生活水平十分低下。我村境内河道交错，山峦起伏，交通不便，经济发展滞后，原两村合并后，由于受历史原因和地域条件限制，基础设施条件十分落后，至今仍有4个村民组不能正常通车。同时，农民文化素质偏低，劳动技能缺乏，农业生产能力低下，村级集体经济极其薄弱，群众生活十分艰苦，脱贫任务十分艰巨。二、XXXX年度xx村整村推进工程计划实施项目为确保整村
3、推进目标的顺利实施，按期完成省县“8+1”脱贫目标，经村两委研究、村民代表大会讨论通过，着重从加强基础设施建设、促进产业发展、提高农民科技素质、改善群众生产生活条件四方面确定了6个实施项目。（一）道路建设新修背阴山村组路该路段全长公里，路基宽米，路面宽4米，途经6个村民组，受益人口700多人，该路需建7处高2-3米、长50-60米的石坝，8处直径1米的涵洞，2座长6米宽4米的桥梁，道路拓宽土方8000方，道路护摆整体工程方量1500方，共需资金万元，群众捐资万元，库区扶持资金14万元，缺口资金15万元。（二）水利工程甘塘饮用水工程甘塘饮用水工程采用高位引水方式，该工程需要新建拦河坝（高，长4m
4、）一座，过滤池（1m1m）一座，50立方圆形钢筋混凝土清水池一座，铺设3500米PE管道。工程量预算：土石方开挖回填2300方，浆砌石50方，混凝土及钢筋混凝土45方。完工后可解决四个村民组饮水问题，345人受益。工程总预算29万元，群众自筹5万元，缺口资金24万元。（三）危房改造工程全村目前尚有23户贫困农户居住土坯危房，为改善人居环境，结合社会主义新农村建设，对23户危房实施房屋改扩建，并完善自来水、道路、通讯等配套设施，该工程共需资金80万元，群众自筹万元，危房改造资金万元，缺口资金万元。（四）村卫生室建设为方便群众能及时就医，按照“8+1”项目标准及乡村卫生组织一体化要求，尚需对原有卫
5、生室进行更新改造，达到规范化，便捷化。该工程总投资需万元，经营户投资万元，缺口资金2万元。（五）科技培训切实加大科技培训力度，提升农民劳动技能，提高劳动力向工业、三产转移比重，一是推广普及先进实用的农业技术，如家禽饲养防疫技术培训；二是实施贫困劳动力转移培训，计划培训800人次，需培训经费万元。（六）大力开展农业产业化建设，促进群众增收致富1、蚕桑开发。本着农民增收，因地制宜的原则，计划在甘塘、百步街等村民组新建蚕桑基地200亩，建小蚕共育室2座，滤布厂面积160平方米，共需资金万元，群众自筹万元，缺口资金3万元。同时加大宣传，积极与县源牌集团对接，实行订单销售。2、有机茶叶开发。在大垅等居民
6、组开发无性系良种有机茶园200亩，按“公司+农户+基地”的模式发展有机茶生产，制作精品茶，增强品牌意识，共需资金8万元，群众自筹6万元，缺口2万元。3、毛竹开发。全村现有毛竹面积3000余亩，由于毛竹是我村农村经济的主要来源，因此增加农民收入也就离不开毛竹产业的发展，我村在背阴山开发毛竹基地500亩，争取林业政策支持资金万元，群众自筹5万元。（七）落实“三帮扶”计划“整村推进”工作能否顺利实施，关键取决于贫困户如何脱贫致富，村两委将根据每个贫困户的实际情况及拥有的生产资料，认真实施“三帮扶”计划，即一是政策帮扶，积极与县农委、县林业局、县科技局、县农行等上级部门联系，争取项目，落实惠农政策；二
7、是技术帮扶，镇村两级安排农技专业人员进行现场指导，增强培训的直观性，提高培训效果；三是资金帮扶，根据产业规模和经济、社会效益，拟每户补助扶持资金5000元。今年重点选取种植业、养殖业各10户，兑现上述“三帮扶”计划，以点带面，逐年推广，形成你帮我扶、共同创业的良好氛围，实现脱贫增收。村“两委”拟通过以上项目的实施，使xx村能够按照上级要求，群众意愿，实现生产发展、生活宽裕、乡风文明、村容整洁、管理民主的目标，高质量地完成扶贫开发整村推进工作。 awareness and service level of the office of cadres and workers.
